What are the TRCC and the TRS?
The Traffic Records Coordinating Committee (TRCC) is an interagency committee that has been working since June 2005 to develop a statewide virtual Traffic Records System (TRS). The TRS will be a virtual data warehouse that will provide state and local agencies with the ability to properly assess and plan for the safety of the motoring public. By virtually bringing together information that is now housed in separate, isolated repositories in KDOT, KHP, KDOR, KDHE, KBI, KBEMS, and other organizations, new analysis can be performed that will allow the state to have a much more complete picture of traffic safety in Kansas.
Why was the TRCC formed? The TRCC was formed in response to a combination of issues, including:
Ø A statewide traffic records assessment performed in March 2005 that included a recommendation to develop a traffic records committee to improve the quality of traffic record data.
Ø A federal transportation bill, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which allocates Section 408 funds to help states develop traffic records reporting capabilities.
Ø The need to develop better communication between state agencies, federal partners, and local associations to facilitate improved collection, analysis, and dissemination of traffic records data.
